While dealing with government officials and business procedures are difficult, there always an average target for all government related issue and if we want to make things happen ourselves without getting trapped in the hands of officers or agents said that we should make an effort and we can do things.

I bought my bike in Hyderabad, in April 2004. Fortunately or Unfortunately, I had to go to NOIDA in 2009 because of shifting to another organization. Among other things, I had to move my vehicle bearing the registration number Andhra Pradesh and for which I came to know that I will have to obtain "No Objection Certificate (NOC). Initially to avoid any confrontation that may arise between me and a government official, I decided to go for an agent to get the NOC. The officer asked Rs.2500 / - which were much higher and I decided to get some idea of the actual tax that our government offices responsible. First I went to the RTO (Regional Transport Office) and requested that the form obtain the NOC. It was Form 28 in triplicate. I filled out the form and submit it went. I have enclosed a copy of the RC and print pencil Issue chassis as indicated in the required form. However, while taking the symbolic number of a man police said that the police certificate is needed to obtaining the NOC and to be attached to the form 28. I decided to go for that too by myself.

I had to go to the police control room. There I met many traffic policemen standing personal and offering assistance, but sure, for a consideration of money. Not knowing the procedure and there is no one interested here to guide me, I did get agree to Rs.250 / - to give one of them. He made two written requests by hand, in duplicate, addressing it The Assistant Deputy Commissioner, Detective Department "citing the Registration No. and the place where the vehicle was intended to be taken. I have enclosed a photocopy of the RC demand. Paid fees of Rs.100 / -. Attached to the application receipt and went to a counter in the cell crime branch / office. Another application that I gave to another counter and they have issued a certificate then and there that there was no mentioning pending problems with the vehicle. The person to the crime branch told to come back the next day to the certificate. I had the certificate the next day without any hitch. I took the certificate, together with the same form 28 and went for the presentation. There, on the contrary I have come to know that the print in pencil the chassis number had to be obtained on the corner of the form itself 28. Then I had to affix the stamp legal costs of Rs.3 / - name on the form. I had to attach a copy of the insurance and pollution check with the form. I had pay the fee Rs.75 / - at the corner. I had the NOC of the next day.

I do not see much effort in what would require the payment of Rs.2500 / - The staff in place of it is myself.

Most all costs of obtaining the NOC was just Rs.200 / - (approximately). If we see the details and detailed costs, it was as below;

Costs to the control room of the police to obtain Police Certificate: - Rs.100 / -

Stamps Court: - Rs.3 / -

1. Cost of form 28 (3 number@Re.1 / -): - Rs.3 / -

costs RTO: - Rs.75 / -

copying photos and other: - Rs.19 / - (approx.)

Total Rs.200 / -

 

I was amazed at the amount claimed by if the agent has been called Rs.2500 / - to his commission of an exorbitant amount of Rs.2300 / - compared with the minimal amount of government tax of Rs.181 / -. The procedure if it is known, the work to be done in government offices in general a much lower cost. However the cost of Rs.450 / - for me it was even much less than the amount requested by the agent.

We will now summarize and put the procedure and requirements for papers.

Documents required RTO;

1. Form 28 in triplicate copy
2. Print pencil chassis number on the top of every three copy form
3. Police certificates (two in number) indicate the vehicle is not theft case and there is no case pending against the vehicle.
4. Photo copy of RC along with the original RC
5. photocopy of vehicle insurance
6. Photo copy of pollution control check-up

Documents required in the control room of the police to obtain a police certificate;

1. Application in duplicate, addressed to "Assistant Commissioner Assistant Commissioner of Police, Detective Department.
2. Photocopy of RC
3. Proof of identity (copy of driver's license would do)
4. Receipt for the fee of Rs.100 / - paid.

Procedure for obtaining a police certificate;

1. Write an application addressed to "Assistant Deputy Commissioner of Police, Detective Department, in duplicate mentioned that you must move your vehicle another state under the authority of registration of place you move. Also mention the registration number of your vehicle and you paid the fee and the fixing of the receipt of the same. List all attached to the end.
2. Attach a photocopy of the RC, the evidence identity, and the receipt of tax paid to one of the application.
3. Submit the same to the counter assigned the cell of the crime branch police control room.
4. Reapply for a more cons to verify whether all the issues there are pending related to your vehicle. They give the certificate on the spot.
5. The certificate issued by the crime branch cell specifying that the vehicle is not the flight would be given the next business day.

Procedure for obtaining NOC to RTO;

1. Get the Form 28 of the RTO in triplicate duly completed.
2. Take a pencil print of chassis number, the angle all three of the copy of Form 28.
3. Fix buffer legal costs of Rs.3 / - denomination of one copy of Form 28, which keep you on top.
4. Attach the certificate from the police control room of the police.
5. Attach copy of RC, insurance and pollution control check-up with form.
6. Submit the form with the original attachment and RC at the counter that can be used for this purpose to the RTO and pay fees 75 Rs / -
7. Get the NOC of the day or days as told by the person at the counter.

This all takes about two day one to get the police certificate and another in the RTO. Day does not mean a full day, but only one to two hours every two days. They are all days other than where you go to collect the police certificates and NOCs.

You can leave without paying a penny for obtaining of these or perhaps lose a little, but would certainly be much less than what is typically charged by these agents.

To conclude, I would noting that it is our ability, just try to have the same appetite and step start. All fall into place itself thereafter.
